In the 21st century, science is changing the world faster than ever. Moreover, it's changing the world in new ways -- for the first time, human beings themselves can be changed. This offers immense opportunities, but opens up new threats. Science empowers individuals, so that someone with the mindset of those who design computer viruses will, in future, be able to trigger widespread catastrophe -- even one such person may be too many. And we are at risk from error as well as terror.
